Since, i dont know, about 5-10 years. Mostly since new oligarchs goverment ('bandits') has come.
Since 'bidlo' is really easy manupilating mass of people for 'bandits' and others. Its really very specific term and not easy to explaint in a words to foreigners.
It's really a stable term used while speaking.

NOT intelligent people, using alco drinks, limited mind and culture lever, easy to get angry etc. very wide term)

Here is the pic art (essence) of bidlo.
Eastern Ukraine were the place where prisoners were jailed and worked from all USSR empire(coal mines)
Since where is a lot of them now. On over hand people in western Ukraine is differ much (bidlo level is low ).
People from Eastern ukraine now have power in Ukraine. They are mostly bandits from 1990 years when USSR ended.
1990-1996 is the most crimed years. And due this people (bandits, bidlo) who now are in goverment Ukraine still in 'stone age'.
It's very sad thing.
