You can buy Rocket Launcher for 3000 and Cluster Rockets for 3000, why not make Cluster Rockets into Cluster Upgrade?

So you could have things such as
Grenade Set, Double Barrel, Pyro Toys, Laser Cannon with Cluster Upgrade.
